He is leading the continental body entrusted with building consensus within African countries and coordinating African Common Proposals in international fora.
Soumaila in his 20 years as a Telecommunication expert and professional, has acquired a solid experience in Management of Telecommunication networks and services development strategy and has contributed immensely to the implementation of sectorial policies and innovative investment projects in several African countries.
He has also diligently managed the affairs of the Union for the period he has been the Secretary General. In his position, he is directly responsible for preparing the revisions of the French national table of allocation and for the coordination of French positions in international meetings on spectrum within ITU, CEPT and EU.
Antony worked over 16 years in the Banking Sector in Zimbabwe in various senior executive positions specialising mainly in Corporate Banking and Information Technology portfolios. He served with distinction, in all the three banks that he worked for and took an active part in in most of their computerisation projects. He also worked for five years as Commercial Director in TelOne where he not only played a key role in the formulation and implementation of corporate strategy but also championed implementation of most of the commercial deals that the company structured to raise foreign currency for network deployment.
In addition he was a key member of the team that was managing implementation of the billing and network projects. Tony, a strong proponent of African and Regional Unity is eager to follow through all the on-going projects as well as revive and ensure completion of the several aborted ICT and Postal Projects in the Region.
Tony is a focused team player who does not believe in starting what he cannot finish. Noel has gained close to 25 years in the telecoms industry, having begun his career working in Europe and the US he has spent the past 20 years based in the Middle East and Africa Region. He works with operators to provide commercial and market-facing expertise and engagement support for Wireless Broadband end-to-end solutions. He has also been working with Regulators and associated organisations to enable the allocation of additional spectrum that will be required to develop the Mobile Broadband Market in the MEA region.
Noel Kirkaldy was instrumental in developing for the use of Wireless Technologies to provide Voice and Data solutions in a number of countries in the MEA region. Prior to joining the FCC, she served as Director of International Public Policy at Access Partnership, an international regulatory and policy consultancy, and as a program coordinator with the U.
At the GSMA, she assists in the engagement with relevant stakeholders Governments, Regulators, regional organisations on public policy matters in the Sub-Saharan Africa region. Aurelie works in various areas related to mobile telecoms development in Africa such as digital inclusion, taxation, spectrum With the African Union Commission Ms. Amazouz is involved in projects related to the development of the Information Society in Africa and works closely with the African Union Member States to coordinate regional and continental initiatives, harmonize the legislations and provide policy guidance on critical and emerging global issues such Cybersecurity, Internet Governance, Broadband strategies and Spectrum Management.
Before joining the AUC, she worked more than 10 years with the Algerian Broadcasting Corporation as a Chief Engineer specialized in spectrum management and Network planning. In this role, which she has held for eight years, Elizabeth interfaces directly with key government ministries, regulatory authorities as well as regional and international regulatory forums, in order to drive the adoption of advanced broadband wireless technologies and service on the continent.

His focus is on improving public sector delivery to citizens and business; and more specifically creating the enabling environment for societal transformation and governance via the development of legislations and necessary legal framework. His dedicated expertise covers the supervision and impact of telecoms legislations and spectrum policies, in the context of increased liberalisation in radio frequency management and usage.
