This edition fixed my biggest problem with previous editions, which was damage to personnel. In V2. This version is much more lethal, and also includes critical effects without getting bogged down in details.
Also, thankfully, the massive skill list has been cleaned up, so now a character doesn't have to struggle with whether or not to improve a skill that barely gets any use anyway.
Our games always used to have a handful of skills that everyone focused on, and all others were ignored. The broader skills in this game ensure that players are able to be more broadly competent in rare situations without having to sacrifice skills that see much more frequent use.
I also like how a detailed grid system is used, but it is still very easy to use for theater of the mind. I get annoyed when combat systems seem to go completely theater of the mind, making it difficult to adapt miniatures play.
One of See more my favorite inclusions is an appendix for converting characters, vehicles, and weapons from previous editions to this edition. I have a wealth of material from previous editions that I want to use for this one. It also makes it very easy to convert turrets into this edition if that is bothering you. Just use old hit location charts, and convert armor values for turrets to this edition. Personally, I'm not too worried about that though.

That is, the rules really don't differentiate between Hull and Turret for armour or hit chances, even though IRL there is a considerable difference in armour levels.

I agree with quite a few of your criticisms but I think some of them are really down to personal taste. No differences between rifle types: this was also true for earlier editions of the game aside from 3e maybe.
The various guides for 1e and 2e were packed with identical stats for loads of weapons, the vast majority of which were either so obscure, obsolete, antiquated or rare that they would never make it into most games. It works well in their other games, but for Twilight we need higher resolution and variety. See more my campaign there were a handful of stats that dominated because they became catch-alls for a lot of common activities.
Background: It might not be the most convincing but, as far as the game is concerned, it doesn't really matter. What is important is the here and now. My players didn't really pay much attention to how things got to where they are, they were way more concerned with dealing what was in-front of them.
Base Building: Yup. Very weak. It was Kickstarter Stretch-Goal and was obviously just tagged on to fulfill that obligation. Map-based Combat: We used maps for some battles and played others TotM style.
I don't think one is forces to use them any more or less than prior editions of the game. Overall, I think it's an okay edition.
The base mechanics are accessible and fun, there is enough in there system-wise for an enjoyable hex-crawl campaign. Its modelling of military hardware ranges from "close enough" to "how did they come up with that", but I appreciate that concessions have to be made to produce a game and not a simulator. The sounds are randomly presented from one side or the other, and the subject must select the right dispenser on the same side as the stimulus to get the reward; otherwise no food or drink is dispensed.
