Although updates to animal-protection legislation in Canada have been slow, changing societal attitudes about animal welfare have helped move along law reform, an audience in Halifax heard recently. During a public lecture at Dalhousie University, law school faculty member Jodi Lazare said there are four bills regarding animal protection currently before Parliament, and Nova Scotia is amending its animal-welfare laws. She was addressing the legal relationship with pets and other animals at a law school event Wednesday night.

Lazare said public opposition to such things as using animals for cosmetic industry purposes, forcing whales and dolphins to perform in captivity and killing animals for the fashion business has led governments to toughen protection rules. The use of animals for rodeo-style entertainment was also brought up during the lecture at Dalhousie.

An attendee said protesters plan to hold an information picket outside a professional bull-riding event at the Scotiabank Centre, set for June 1, as they did last spring when the riders came to town. She suggested there are some public misconceptions with respect to the Criminal Code of Canada and animals. More recently, the Nova Scotia SPCA reported a year-old Yarmouth man has been banned from owning animals for 10 years, stemming from an animal-welfare case that happened in The man had dogs in distress, it said.

Last September, CBC News said, the provincial government was proceeding with amendments to its animal-welfare laws to toughen pet ownership and give the SPCA greater ability to rescue animals in dire straits. This should include clean water and food, proper housing, exercise, healthcare and companionship.
