If you understand the difference between these motions, you understand how you should create arguments and how the roles of the speakers change. Open motions are motions that ask for definitions. There are four teams in any British Parliamentary debate. Two teams in proposition opening and closing government , and two teams in opposition opening and closing opposition. Each team consists of two speakers. Each speaker has a unique responsibility or task to perform in the debate. The following is a brief summary of what each speaker is expected to do in his or her speech. In some cases the motion will be worded in such a way as to permit a wide variety of Definitions. Others will be tighter motions, which allow little flexibility for Definition.
