Fender Princeton Reverb Reissue - No output and then bias check

Ok, so here we have a Reissue Fender Princeton Reverb. This one is drawing some power but there's zero output and the lamp on the front isn't lighting up.

Is the primary transformer dead?

Will this cost the customer an absolute fortune to fix?
